KUSUM Solar Pump Yojna 2022 | किसानों भाइयों की फसल सिंचाई पर ही निर्भर करती है। किसानों के हित को ध्यान में रखकर यह योजना सरकार द्वारा लागू की गई। कुसुम योजना की मदद से किसान अपनी जमीन में सौर उर्जा पंप लगाकर खेतों की सिंचाई बगैर किसी खर्च के कर सकता है। तो सरकार सोलर पंप लगाने के लिए सब्सिडी दे रही है हम जानेगे किसान इसका लाभ कैसे ले सकते हैं,।

क्या है कुसुम योजना (Solar Pump Yojna 2022)

पीएम-कुसुम योजना को मार्च 2019 में प्रशासनिक मंजूरी मिली और जुलाई 2019 में दिशानिर्देश तैयार किए गए। यह योजना नवीन और नवीकरणीय ऊर्जा मंत्रालय (MNRE) द्वारा देश भर में सौर पंप और अन्य नए बिजली संयंत्र स्थापित करने के लिए शुरू की गई थी।

योजना का उद्देश्य

कुसुम योजना का उद्देश्य किसानों को सिंचाई के लिए आसानी से वाटर पंप (KUSUM Solar Pump Yojna 2022) की उपलब्धता हो जाए। कुसुम योजना की मदद से किसान की जमीन पर बनने वाली बिजली से देश के गांवों में भी बिजली की 24 घंटे आपूर्ति संभव हो सकती है। इस योजना से किसानों की डीजल और केरोसिन तेल पर निर्भरता घटेगी और इससे पैदा होने वाली अतिरिक्त बिजली को वे किसी कंपनी को बेच सकेंगे।

नवकरणीय ऊर्जा

नवकरणीय ऊर्जा संसाधनों (सौर, पवन, बायोमास व लघु जल विद्युत ऊर्जा) से विद्युत उत्पादन को बढावा देने के उद्देश्य से नीतियॉ और मध्य प्रदेश ऊर्जा संरक्षण फंड नियम व अन्य मार्गदर्शिका प्रदेश शासन द्वारा लागू की गई है। इस योजना से किसान सौर ऊर्जा उत्पादन करने और उसे ग्रिड को बेचने में सक्षम होंगे, यानी उनकी आमदनी भी बढ़ेगी। योजना का उद्देश्य यह भी है कि इस योजना के माध्यम से देश में हो रहे पॉल्यूशन को कम किया जाए।

भारत सरकार की पीएम-कुसुम योजना 35 लाख से अधिक किसानों को उनके कृषि पंपों को सोलराइज करके और किसानों को 10 गीगावॉट वितरित सौर परियोजनाओं की अनुमति देकर स्वच्छ ऊर्जा प्रदान करने के लिए दुनिया की सबसे बड़ी पहलों में से एक है।

इस योजना के लिए 340.35 बिलियन रुपये का वित्त किया गया है और 31 दिसंबर, 2022 तक 30.8 GW सौर ऊर्जा का निर्माण करने का प्रयास किया गया है।

बिजली व वाटर पंप पर मिलेगा अनुदान

KUSUM Solar Pump Yojna 2022 | सोलर पम्प योजना के तहत, कृषक को सोलर पम्प का लाभ इस शर्त पर दिया जाएगा कि किसान को अपनी भूमि के उस खसरे पर भविष्य में विद्युत पम्प लगाये जाने पर उसको बिजली पर कोई अनुदान देय नहीं होगा। किसान द्वारा स्वयं का प्रमाण भी दिया जाना चाहिए, कि वर्तमान में कृषक के उस खसरे की भूमि पर विद्युत पम्प संचालित नहीं है। यदि सम्बन्धित भूमि पर बिजली पम्प का कनेक्शन करवा लेता है अथवा उस पर प्राप्त अनुदान छोड़ देता है, तब उसे सोलर पम्प स्थापना पर अनुदान दिया जा सकता है।

KUSUM Solar Pump Yojna 2022 | कुसुम योजना के लिए ऑनलाइन आवेदन करने के लिए इसकी आधिकारिक वेबसाइट https://saralharyana.gov.in/ पर जाकर वहां से आवेदन कर सकते हैं।

यहॉं नवीन आवेदन करें पर क्लिक कर प्रक्रिया प्रारंभ करें।

यहॉं पर कृषक का मोबाइल नंबर ज‍िससे पंजीकरण करना हो, दर्ज करें। एप्ली‍केशन मोबाइल पर OTP भेजकर सही नंबर की जॉंच करेगा।

OTP सत्यापन के उपरांत कृषक की सामान्य जानकारी दर्ज की जानी होगी।

किसान अपनी जानकारी दर्ज कर सबमिट कर सकता है।

जिसके बाद आवेदन को सुरक्षित करने पर पोर्टल आवेदन क्रमांक आवंट‍ित कर SMS के माध्यम से सूच‍ित करेगा तथा आपको आनलाइन पेमेण्ट हेतु आगे बढायेगा।

यद‍ि कृषक स्वयं अपने कंप्यूटर से आनलाइन भुगतान करना चाहता है तो Citizen आप्शन के माध्यम से आगे बढना होगा।

पेमेण्ट हो जाने पर आवेदक को आवेदन क्रमांक प्राप्त हो जावेगा तथा SMS के माध्यपम से भी सूचना प्राप्तम हो जावेगी।

GUIDELINES FOR IMPLEMENTATION OF SOLAR WATER PUMPING स्कीम

DURING THE YEAR 2022-23

WHAT IS SOLAR PUMP?

The water pumping system which operates on solar energy is called solar pump. Solar pumpis totally pollution-free as it uses sunlight to draw water. It requires very little maintenance as compared to the diesel pump sets. It comprises of solar photovoltaic modules/panels, motor pump set, inverter/controller, control switch, Interconnecting cables and GI structure/ frame etc. Solar pump works during the sunshine hours and is ideal for small and medium farmers.

ELIGIBILTY

a. Individual farmers will be supported to install standalone solar Agriculture pumps of capacity up to 10 HP for replacement of existing diesel Agriculture pumps / irrigation systems in off-grid areas, where grid supply is not available.

b. Water User Associations, Gaushalas' and community/cluster based irrigation system will also be covered under this component. However, priority would be given to small and marginal farmers.

NOTIFIED AREAS OF THE CENTRAL GROUND WATER AUTHORITY

I. In the notified areas of the CGWA (list enclosed), farmers who are drawing water from farm ponds with micro irrigation techniques/Under Ground Pipe Lines shall only be considered.

AND/OR

II. New Solar Agriculture pumps would not be covered under this component in Notified areas. However, existing standalone diesel pumps, can be converted into standalone solar pumps in these areas provided they use micro irrigation techniques to save water.

SUBSIDY PATTERN

These off-grid solar water pumping systems shall only be provided to the farmers/Gaushala's/ Water User Associations and community/cluster based irrigation systemwith 75% subsidy (State+MNRE) as given under:

MAJOR CONDITIONS FOR GETTING SOLAR PUMPS

i. He/she have agricultural land in his/her name.

ii. The applicant has no electric agricultural connection in his/her name.

iii. The beneficiaries who have already covered under the solar pump scheme, is not eligible to get another solar water pumping systems irrespective of its capacity/location.

iv. He/she have Parivar Pehchan Patra

v. The applicant must have micro-irrigation (drip/sprinkler) and/or Under Ground Pipe Lines (UGPL) in his/her field.

vi. The systems shall be provided on the basis of first come first serve basis (in accordance with the application submitted online).

HOW TO APPLY

The farmers who wish to install solar water pumping systems shall have to apply online through http://saralharyana.gov.in/ portal. Applicant must have to deposit the applicable user sharewhile applying online through payment gateway or by way of challan (will be generated online).

No hard copy of the application shall be entertained by the Department/HAREDA.

GUIDELINES

1. The applicants are advised to read the scheme guidelines, terms and conditions,

technical specifications of solar pumps, FAQs etc. of the scheme (available online on www.hareda.gov.in ) before submission of applications.

2. The applicants are also advised to read the technical specification of the different types of solar water pumping systems carefully before submission of application. These are available on the official website of the Department/HAREDA (hareda.gov.in).

3. The farmers have to deposit 25% cost of the pump as user share while applying for the system online.

4. The tentative quantity, tentative cost and accordingly, the user share are as follows (these may vary as per the availability of budget, price discovered etc.):

5. Under the scheme, 75% subsidy shall be provided i.e.CFA @30% of the benchmark cost or the tender cost whichever is lower and the State Govt. shall give subsidy of 45% and the remaining 25% shall be provided by the farmer. MNRE shall provide subsidy for Pumps of capacity higher than 7.5 HP however the CFA will be limited to the CFA applicable for pump of 7.5 HP. Further, MNRE subsidy is available for with USPC pumps on benchmark cost without USPC. USPC can be used for running any standard voltage (400/415 V) three phase agricultural appliances like atta chakki, chaff cutter, deep freezers etc of capacity not more than the capacity solar pump. Further, State share is also kept same for corresponding solar pump without USPC. The farmer has to bear rest cost. In case any firms fails to install USPC due to nontesting of USPC in time, pump will be installed with normal controller and additional amount deposited for USPC will be refunded without interest.

6. A farmer shall be eligible to apply for only one solar pump. Therefore, they should only apply for the required capacity pump set and mention the capacity & type (AC or DC) in the application form.

7. The Water User Associations and community/cluster based irrigation system may be provided more than one pump as per the scheme guidelines. For solar pumps to be set up and used by Water user associations/ Farmer producers organizations/ Primary agriculture credit societies or for cluster based irrigation system the CFA will be allowed for solar pump higher than 10 HP considering up to 5 HP capacity for each individual in the group.

8. The farmers/Gaushala's/ Water User Associations and community/cluster based irrigation system shall have to provide required size bore well complete with lowering and south facing shadow free land to the firm for installation of solar pump.

9. If the farmers/Gaushala's/Water User Associations and community/cluster based irrigation system fails to provide the bore well and shadow free land at the time of site survey, then his/her application shall be cancelled and they will not have any claim on Solar Pump.

10. Allotment of solar pumps shall be subject to the availability of funds from the Government. The applicant cannot make any claim for allotment of solar pumps if required funds are not available/ scheme is withdrawn / cancelled by the Government or the application is rejected by Department/HAREDA.

11. Department/HAREDA has the right to reject any application which shall not be fulfilling the eligibility requirements in general including technical requirements i.e. non providing of bore well of required size & shadow free land in time, depth of water beyond specified limit and dispute of land, if any etc.

12. If the successful applicant seeks refund after issuance of work order of solar pump, then 5.0% of the amount deposited by the applicant shall be forfeited. This condition shall not be applicable in case of cancellation of the system is done by the Department/HAREDA.

13. If at any time after allocation and before installation of the pump the information provided by the applicant is found wrong then the Department/HAREDA may reject the application and forfeit 10% payment deposited for installation of solar pump.

14. If at any time after installation of pump, it comes to notice of the Department/HAREDA that the applicant had provided any wrong information for installation of pump, then the applicant shall be liable to payback the full subsidy amount to Department/HAREDA.

15. Department/HAREDA/firm shall not be responsible for non-functioning/malfunctioning of the system arising out of misuse and alterations/modifications/relocation, if any, made in the solar pumping system by the farmer.

16. Department/HAREDA reserves the right to withdraw/amend/annul the implementation process/guidelines of the scheme at any time in view of the change in the Government Policy or any other reason what so ever in the interest of Department/HAREDA /Govt./Public without incurring any liability.

17. These solar pumps shall be got installed by the Department/HAREDA from the empanelled firms, who shall take approx. 3month's time from the date of issue of work order.In force majeure conditions or unavoidable circumstances, the installation of pumps may take more time than the specified time.

18. In case of delay in supply, installation and commissioning/non-installation of solar pumps due to any reasons, the Department shall not be liable to pay any interest or demurrage etc.

19. In case of any cancellation and reallocation of already allotted pump(s) due to any reasons, the Additional Deputy Commissioner-cum- Chief Project Officer of the District shall resolve such issues at their own level from the seniority list in a transparent manner under intimation to this Directorate.

20. Effective participation of Gram Panchayats in the implementation/promotion of the systems may be ensured by giving due publicity.

21. The survey of the land of the farmer shall be carried out by District Officers / Company representative for verification of the information provided by the farmer in the application through mobile app. If any information provided by the farmer is found flase/wrong then the application shall be rejected and action shall be initiated as per applicable clause of this document.

22. Before placing the work order, the district office in consultation with the empanelled firm shall ensure that the site of installation of solar water pumping system is feasible for installation of solar water pumping system. Also, the eligibility of the beneficiary shall be ascertained.

23. In case an applicant wish to get his application cancelled or application is rejected, scheme is discontinued etc., the refund to the applicant(s) shall be made by the Department in accordance with the scheme guidelines and the Department shall not pay any interest or demurrage etc.

24. Beneficiary shall not shift/sell or transfer his/her solar pump to any other person. In case, any misuse/transfer/shifting of tubewell is found, he/she shall have to refund the subsidy amount (MNRE and State) to the Department and the Department may take other legal actionalso.

25. In case it is found that the beneficiary has installed solar water pumping system on subsidy earlier, he/she has to reimburse the subsidy amount (MNRE and State) to the Department.

26. Any dispute arising out of implementation of the scheme shall be subject to the jurisdiction of the Courts at Panchkula.

Application Process:

1. The applicant have to apply online on saralharyana.gov.in portal giving details of address, location of land, land details, irrigation details, pump details etc.

2. While applying online, the applicant can chose any capacity of pump and empanelled firm, out of the eligible firms.

3. If an applicant chooses a general bidder then he/she must have to choose a MSME bidder as a second option, so that in case the targets of general category are completed, the order can be placed with MSME firms.

4. The applicant has to deposit the applicable user share.

5. After receipt of application online, the selected empanelled firm shall conduct the survey of the given site through mobile application in 15-20 days.

6. During site survey, the applicant have to provide the accurate details required for installation of solar pumps. The applicant have to give an undertaking in this regard and the same shall be uploaded on the mobile app by the empanelled firm.

7. Applicants are advised to check the details entered in the mobile app, as these details are critical for proper selection of pump size.

8. If the application and details of site survey are found as per requirements under the scheme, then work orders for the given applicant will be issued to the empanelled firms by the Department.

9. In case the site is not found feasible or the applicant is found to be not fulfilling the requirements, his/her application will be rejected and user share deposited shall be refunded without any interest.

10. Generally work orders will be issued by the Department after compiling the capacity wise/firm wise list of different applicants at an interval of 15 20 days.

11. The firm shall supply the material after pre-dispatch inspection of the material by the Department.

12. After issue of work orders, the empanelled firms shall supply, install and commission the system within 90 days or as per decision of the Department of New & Renewable Energy.

13. The applicant have to sign the material receipt, handing over certificate, Joint Commissioning Report (on complete installation and commissioning)
